On the Grave Military Escalation in the Middle East and the Imperative of Protecting Sovereignty and International Stability
The Canadian Arab Congress for Middle East and North Africa Relations (CACMR) monitors with profound gravity the dangerous and dramatic military developments in the Middle East, following recent joint Israeli-American strikes aimed at Iranian regime change and the subsequent Iranian retaliatory attacks that have struck deep into civilian and vital zones within the Arab Gulf states.
CACMR condemns, in the strongest possible terms, the missile and drone attacks, particularly those targeting international airports, hotels, commercial interests, and residential neighborhoods in the United Arab Emirates, Kuwait, Qatar, Bahrain, Saudi Arabia, Iraq, Oman, Jordan, and beyond. These assaults, which resulted in civilian casualties and severe damage, represent a flagrant violation of international law and the principles of good neighborliness, and constitute a deliberate undermining of Arab diplomatic mediation efforts that have consistently sought to spare the region the scourge of all-out war.
CACMR emphasizes that the continued military escalation by all parties, and the use of force outside the framework of international legitimacy and United Nations mandates, threatens to undermine the foundations of global peace and security. Such actions risk plunging the region into a dark cycle of open confrontation with catastrophic consequences for the global economy, energy security, and international navigation. Accordingly, the Congress calls for an immediate cessation of all hostilities and an urgent return to the path of negotiation and serious dialogue under the auspices of the United Nations as the only viable means to resolve outstanding conflicts.
In alignment with the official Canadian position articulated by Prime Minister Mark Carney, the Congress reaffirms that the current Iranian regime remains a primary source of instability, with a record marred by human rights violations and the export of regional turmoil. This necessitates preventing the pursuit of nuclear weapons by any party and ensuring accountability for those responsible for internal repression and external aggression. While we affirm the right of states to self-defense in accordance with international conventions, we stress that the protection of civilian lives must be the absolute and paramount priority.
The Congress renews its unwavering support for the right of the Iranian people to self-determination and the peaceful expression of their aspirations, free from the machinery of repression. We assert that stability in the Middle East and the eradication of the sources of terrorism can only be achieved through full respect for the sovereignty and territorial integrity of states, the cessation of all external interference in their internal affairs, and the building of a comprehensive negotiating framework that guarantees human dignity and sustainable security for all.
يتابع الكونغرس الكندي العربي لعلاقات الشرق الأوسط وشمال أفريقيا (CACMR) ببالغ القلق التطورات العسكرية الخطيرة والدراماتيكية في منطقة الشرق الأوسط، إثرالهجمات المشتركة الإسرائيلية-الامريكية الأخيرة لتغيير النظام الإيراني والردود الانتقامية الإيرانية التي طالت عمق المناطق المدنية والحيوية في دول الخليج العربي.
يدين الكونغرس الكندي العربي بأشد العبارات الهجمات الصاروخية وبالطائرات المسيرة، ولا سيما تلك التي استهدفت مطارات دولية، فنادق، مصالح تجارية، وأحياءسكنية في كل من الإمارات العربية المتحدة، والكويت، وقطر، والبحرين، والمملكة العربية السعودية، والعراق، وعُمان، والاردن وغيرها. إن هذه الاعتداءات التي أسفرتعن ضحايا مدنيين وأضرار جسيمة تمثل انتهاكاً فاضحاً للقانون الدولي ومبادئحسن الجوار، وتقويضاً متعمداً لجهود الوساطة الدبلوماسية العربية التي سعت دوماًلتجنيب المنطقة ويلات الحرب الشاملة.
يؤكد (CACMR) أن استمرار التصعيد العسكري من كافة الأطراف، واستخدام القوة خارج إطار الشرعية الدولية والغطاء الأممي، يهدد بتقويض أسس السلم والأمنالدوليين ويدخل المنطقة في نفق مظلم من المواجهات المفتوحة ذات التبعات الكارثية على الاقتصاد العالمي وأمن الطاقة والملاحة الدولية. وعليه، يدعو الكونغرس إلى وقففوري لكافة الأعمال العدائية والعودة العاجلة إلى مسار التفاوض والحوار الجاد تحتمظلة الأمم المتحدة كسبيل وحيد لحل الصراعات العالقة.
واتساقاً مع الموقف الرسمي الكندي الذي أعلنه رئيس الوزراء مارك كارني، يجدد الكونغرس تأكيده على أن النظام الإيراني الحالي يمثل مصدراً رئيساً لعدمالاستقرار، مع سجل مثقل بانتهاكات حقوق الإنسان وتصدير القلاقل الإقليمية، ممايستوجب منع مساعي امتلاك السلاح النووي من أي طرف، وضمان محاسبةالمسؤولين عن القمع الداخلي والعدوان الخارجي. وفي الوقت الذي نؤكد فيه على حقالدول في الدفاع عن نفسها وفقاً للمواثيق الدولية، فإننا نشدد على أن حماية أرواحالمدنيين يجب أن تكون الأولوية القصوى والمطلقة.
يجدد الكونغرس دعمه الثابت لحق الشعب الإيراني في تقرير مصيره والتعبيرالسلمي عن تطلعاته بعيداً عن آلة القمع، وأن استقرار الشرق الأوسط وتجفيف منابع الارهاب لا يتحقق إلا باحترام سيادة الدول وسلامة أراضيها ووقف كافة التدخلات الخارجية في شؤونها، وبناء إطار تفاوضي شامل يضمن الكرامة الإنسانية والأمن المستدام للجميع.
