CACMR Calls for Immediate Ceasefire in Lebanon and Safeguarding National Sovereignty

OTTAWA – The Canada Arab Congress on Middle East and North Africa Relations (CACMR) expresses its grave concern over the rapid military escalation in Lebanon. We call for an immediate and comprehensive ceasefire, ensuring a full withdrawal from recently occupied territories and an end to regional interferences, in alignment with UN Security Council resolutions to safeguard Lebanese sovereignty and protect civilians from an imminent humanitarian catastrophe.

Lebanon is witnessing a massive Israeli military escalation that has resulted in thousands of casualties and the displacement of over one million people. The targeting of populated areas and the systematic destruction of infrastructure exceed military necessity and constitute grave violations of International Humanitarian Law and the Geneva Conventions.

CACMR maintains that the only path to stability in Lebanon and the Middle East is a return to international legitimacy and the rejection of forced displacement and unilateral measures. We demand the following:

1. Full Implementation of Resolution 1701: Ensuring that the area south of the Litani River is free of any armed personnel or weapons other than those of the Lebanese Armed Forces and UNIFIL. This includes supporting Lebanese authorities in ensuring that decisions of war and peace rest exclusively with the State, ending armed polarizations outside the national consensus.

2. Comprehensive Implementation of Resolution 425: Requiring the withdrawal of Israeli forces from recently occupied territories and full respect for internationally recognized borders.

3. Ending all external interventions that turn Lebanon into an arena for regional proxy conflicts, while ensuring the independence of Lebanese national decision-making and empowering its institutions.

CACMR values Canada’s calls for restraint and respect for Lebanese sovereignty, emphasizing the need for serious negotiations to establish a lasting peace. While commending Canadian relief efforts, we stress the vital need for intensified international support to ensure urgent aid reaches the displaced, affirming that protecting civilians and securing their basic needs is a paramount priority that transcends all political or military considerations.

اوتاوا- يبدي الكونغرس الكندي العربي لعلاقات الشرق الأوسط وشمال أفريقيا قلقه البالغ إزاء التصعيد العسكري المتسارع في لبنان. ويدعو إلى وقف فوري وشامل لإطلاق النار، وضمان الانسحاب الكامل من الأراضي المحتلة مؤخراً، ووقف التدخلات الإقليمية، تفعيلاً لقرارات مجلس الأمن وضماناً لسيادة الدولة اللبنانية وحماية المدنيين من كارثة إنسانية وشيكة.

يشهد لبنان تصعيداً عسكرياً اسرائيليا أدى إلى سقوط الاف الضحايا والمصابين و نزوح أكثر من مليون نازح. إن استهداف المناطق المأهولة بالمدنيين والتدمير الممنهج للبنى التحتية يتجاوز الضرورات العسكرية ويضع المنطقة أمام انتهاكات جسيمة لمبادئ القانون الإنساني الدولي واتفاقيات جنيف.

يؤكد الكونغرس أن الطريق الوحيد لإحلال الامن والاستقرار في لبنان ومنطقة الشرق الأوسط هو بالعودة إلى الشرعية الدولية ونبذ سياسات التهجير القسري و فرض إجراءات أحادية الجانب، ويطالب بالآتي:

1. التطبيق الكامل للقرار 1701 بما يضمن خلو منطقة جنوب الليطاني من أي سلاح أو مسلحين غير القوات المسلحة اللبنانية وقوات "اليونيفيل". ومساعدة السلطات الشرعية في لبنان في ضمان أن يكون قرار الحرب والسلم حصراً بيد الدولة، بما ينهي حالة التجاذبات المسلحة التي تخرج عن إطار الإجماع الوطني.

2. ضرورة التطبيق الشامل لمبادئ القرار 425، بانسحاب القوات الإسرائيلية من الأراضي التي احتلتها واحترام الحدود الدولية المعترف بها.

3. وقف كافة التدخلات الأجنبية التي تحول الأراضي اللبنانية إلى ساحة لتصفية الحسابات الإقليمية، وضمان استقلالية القرار الوطني اللبناني و تمكين مؤسساته.

ويثمن الكونغرس الكندي العربي دعوات كندا لضبط النفس واحترام السيادة اللبنانية، مع ضرورة الانخراط في مفاوضات جادة لإرساء سلام مستدام. وإذ يشيد بالجهود الإغاثية الكندية، فإنه يشدد على حتمية تكثيف الدعم الدولي لضمان وصول المساعدات العاجلة للنازحين، مؤكداً أن حماية المدنيين وتأمين احتياجاتهم الأساسية تمثل أولوية قصوى تسمو فوق كافة الاعتبارات السياسية أو العسكرية.
